Harry sets out to *lose* the Triwizard Tournament. Ships Harry/Hermione, mostly
drama and romance.

Some possibilities:

* Harry accused of being a coward by Draco, Ron, etc.
* Harry seen as taking the honorable route by other competitors, earning allies.
* What constitutes "participating" in a task? How about entering the arena and
  casting a spell - Harry can use *sonorous* to announce he is not competing to
  fulfill requirements.
* Magical oath that he is not a willing participant?
* Obviously, Harry shouldn't be winning the Triwizard with this approach. Does
  Voldemort return by killing Cedric?
* Voldemort should work out what Harry's doing way before the end, so presumably
  there may be additional murder/kidnapping attempts.
* Crouch Jr. will try to compel Harry into competing; does Harry work out he's a
  fake earlier?
* If manipulative!Dumbledore, then he'll also try to compel Harry into
  competing.
* Harry ditches Ron once and for all, uses the freedom from exams and "training"
  excuse to catch up with Hermione and change electives.
* More critical examination of Triwizard rules, possibly with help from Sirius,
  which leads to outing Dumbledore if going the manipulative!Dumbledore route.
