This is something of a meta-story; Harry decides to abandon the wizarding world,
and stops cooperating with authority figures. I'm fond of the meta-plot,
especially because the resulting plot would seem to depend *very* heavily on
which year Harry makes this decision.

The starting points I hope to use:

* Y11: Harry is never interested in the wizarding world to begin with. Most
  likely this depends on nice!Dursleys. Harry just wants to be normal.
* Y12: Harry has just had a professor attempt to murder him. He is not inclined
  to repeat the experience.
* Y13: Upon seeing the electives offered at Hogwarts and going through career
  counseling, Harry realizes that Hogwarts is unable to prepare him for the
  future he wants.
* Y14: Being unwillingly thrown into a life-and-death competition is the last
  straw for Harry, and he decides that maybe he'd be better off without magic.
* Y15: Voldemort is back, and the Ministry refuses to listen to reason. Harry
  had grown to accept that he'd have an evil supervillain out to kill him, but
  he's not going to put up with the government badmouthing him in the press and
  torturing him in class.

Y16 and onwards Harry is already somewhat too heavily committed to wizarding in
general, and rebellion stories no longer seem appropriate to this meta-plot.
